K+A: FasTracks to Fame, 2008-2011
In August of 2008, K+A was awarded the contract to perform Owner's Verification Testing (OVT) for the RTD FasTracks program. The FasTracks program encompasses the construction of 122 miles of new light rail and commuter rail transportation along with the associated new parking facilities (over 21,000 new parking spaces), train stations, the redevelopment of Denver Union Station as the hub of the system and some 18 miles of bus rapid transit service. It is being hailed as the most ambitious transit expansion project in the country right now.
The OVT Program is part of RTD's Quality Management Oversight Program. The purpose of the OVT Program is to audit, observe, conduct split testing, and validate the QA/QC Programs being utilized by Contractors for the RTD FasTracks Projects. The OVT Program Manager for K+A, Timothy Biolchini, P.E., directs the program by scheduling technicians, performing audits and attending project quality review meetings.
In March of 2011, RTD performed an internal audit fo K+A's OVT Process and Proceedures and found all areas of the program met the requirements of the OVT Program Manual. Currently, K+A is providing these services on the West and East Corridor Projects. The Elati Light Rail Maintenance Facility Expansion and the Denver Union Station Project.
